Globalisation, which for decades led to a more integrated world, is now in retreat in several areas. Authoritarian states such as Russia, China, Iran, and North Korea are cooperating more closely.

As a response to the growing challenges, NATO has decided on a significant build-up of allied military forces. There are now 500,000 troops on high alert, and new defence plans have been adopted. Considerable investments are being made in advanced defence equipment. In Norway, the Storting has approved a historic strengthening of the Armed Forces, and similar measures are expected within the framework of total defence.
